There are 2 ways to dispute your PCN depending on how long ago it was issued.

Informal challenge

If your Penalty Charge Notice (PCN) was issued within the last 28 days you can challenge online, or you can make a written challenge against the issue of a PCN. You can do this by downloading the informal challenge form which is available from the related documents section of this page. Regardless of which method you choose your appeal must be received by the central processing unit within 28 days of its issue to your vehicle. If your appeal is received within 14 days of the PCN issue your discount period will be reset until a decision has been made whether to accept or reject the challenge.

Formal appeal

If you haven't paid your penalty charge after 28 days you will receive a Notice to Owner (NtO) letter. If you have just received your NtO letter in the post you will be provided with information on the statutory grounds for appeal. You can appeal online, or you can make a written challenge against the issue of a PCN. You can make this written appeal using the formal appeal form, which can be downloaded from the related documents section of this page.
