Derbyshire’s civil parking enforcement partnership is known as Park Smarter and is supported by all the district/borough councils within the county of Derbyshire.
The Park Smarter partners are:
- Derbyshire County Council
- Amber Valley Borough Council
- Bolsover District Council
- Chesterfield Borough Council
- Derbyshire Dales District Council
- Erewash Borough Council
- High Peak Borough Council
- North East Derbyshire District Council
- South Derbyshire District Council
The City of Derby is a unitary authority and is not included.
The Park Smarter partnership operates via an Operational Parking Board which administers and advises on the strategic direction of civil parking enforcement in Derbyshire.
The partnership employs NSL as its enforcement contractor. NSL provide trained and equipped Civil Enforcement Officers (CEOs) across the county who will be allocated daily patrol ‘beats’ to enforce appropriate and safe parking in line with the partnership’s agreed policy.
In support of this we operate a single central processing unit to ensure that all correspondence relating to Penalty Charge Notices (PCNs) will be fairly and consistently applied across the county within agreed national timescales.
Motorists who appeal their PCNs and have their appeal rejected may appeal to an independent adjudicator at the Traffic Penalty Tribunal (TPT) whose decision relating to an appeal is final.
Following this any PCN remaining unpaid will result in the outstanding charge being registered as a debt at the Northampton County Court Traffic Enforcement Centre. This county court has been appointed to deal with all civil parking enforcement across England and Wales.
Each council is a member of the Parking and Traffic Regulations Outside London (PATROL) Adjudication Joint Committee.
